Health Financing and Public Financial Management

DPD has demonstrated expertise in health financing through impactful projects that strengthen healthcare systems and improve financial accountability. In Ekiti State, we supported the expansion of the Health Insurance Scheme (EKHIS) from 5 LGAs to 171 primary healthcare centers (PHCs) across all 16 LGAs. This project involved re-engineering processes, developing Standard Operating Procedures (SOPs), and implementing capacity-building initiatives. Key activities included system diagnosis across six domains, staff training, claims administration, and community mobilization. The initiative significantly enhanced operational efficiency and positioned EKHIS for scalable and sustainable service delivery. Complementing this work. 

Building on this and with funding support from GIZ- BACKUp health supported the Ekiti State Health Insurance Scheme, to conduct a Willingness and Ability to Pay (WATP) study across nine LGAs in the state. This study assessed the financial capacity and enrolment preferences of formal and informal sector households under the “Ulerawa” health insurance program. Findings from this study provided the state with evidence-based strategies to increase health insurance uptake and improve healthcare access for vulnerable populations.

DPD’s technical resources have been staffed on several health financing assessments and cost analyses. For Devpart Consult Ltd and the Gates Foundation’s Africa Regional Office, we contributed to a landscape assessment and HSS expenditure analysis across five African countries. Our effort in Nigeria identified systemic challenges, including donor fragmentation and governance gaps, and recommended actionable strategies to enhance donor coordination and align funding with national health priorities. 

In addition, our technical resources supported the Bill and Melinda Gates Foundation (BMGF) to conduct a maternal and newborn health (MNH) costing study across 10 Nigerian states (Lagos, Borno, Bauchi, Gombe, Kano, Kaduna, Nasarawa, Niger, Yobe and Sokoto states), deriving reliable cost estimates for delivering MNH services and technical assistance. These findings are guiding high-impact interventions to improve care pathways for high-risk pregnancies.

Additionally, we have experience conducting Household Health Expenditure Studies and studies to understand out of pocket spending for health.
